Starting a car repair workshop in Germany: Meisterpflicht, HU, AU and what the premises may cost

Independent garages have a firm place in Germany: once the warranty runs out, many car owners prefer the workshop round the corner to the dealership. To open your own, you need an entry in the Handwerksrolle, a building that fits planning and environmental rules, and an answer to how the HU and AU (the general inspection and the emissions test) fit into your business. Then there is diagnostics: without access to manufacturer data, you can hardly repair modern vehicles any more. Here is how to tackle it all in a sensible order.

Key points at a glance

  • Kraftfahrzeugtechniker (motor vehicle technician) is a licensed trade (Anlage A no. 20 HwO). You need the master craftsman's certificate, an equivalent qualification, an Ausübungsberechtigung under § 7b HwO, an exemption or an employed master as works manager.
  • Only inspection engineers or experts from a testing organisation may carry out the Hauptuntersuchung (HU, general inspection). Your workshop can serve as an inspection point (Prüfstützpunkt) if it has the equipment listed in Anlage VIIId StVZO.
  • For the AU (emissions test) and safety inspections, the workshop needs recognition under Anlage VIIIc StVZO, usually granted by the Kfz-Innung (motor trade guild). Training must be repeated at least every 36 months.
  • Manufacturers must give independent workshops repair and maintenance information. The motor vehicle block exemption regulation applies until 31 May 2028.
  • For lifts, diagnostics, tyre and A/C service, many budget €50,000 to €130,000 (as of November 2026), plus the premises.

Who may run a car workshop

The Kraftfahrzeugtechniker trade is listed as no. 20 in Anlage A of the Handwerksordnung (Germany's Crafts Code). You may run it independently if you are entered in the Handwerksrolle, the register kept by the Handwerkskammer (chamber of skilled crafts). Bodywork and painting have trades of their own: Karosserie- und Fahrzeugbauer (vehicle body builder, no. 15) also requires a licence. Check with the chamber whether your services include accident repairs.

The building: planning law, waste water, waste oil

Setting up a workshop in a building that used to be a warehouse is a change of use and usually needs planning permission. Ask the local building authority whether car repairs are allowed in the area. In mixed areas with housing, expect conditions on opening hours and noise.

  • Waste water: waste water containing mineral oil from the workshop and wash bay falls under Annex 49 of the Abwasserverordnung (Waste Water Ordinance). In practice that means a light liquid separator, regular servicing and records for the municipality.
  • Storage: keep oils, coolant and brake fluid in drip trays or hazardous substance cabinets. Above certain quantities, the rules for installations handling substances hazardous to water apply.
  • Waste oil: if you sell engine oil, you must take back the same quantity of used oil free of charge or name a nearby collection point. Dispose of it only through licensed waste oil collectors, with records.
  • Painting: if you work with solvent-based paints, you must comply with emission rules. Many small workshops pass paint work to a partner.

HU and AU: what the workshop may and may not do

In Germany, the general inspection under § 29 StVZO (Road Traffic Licensing Regulations) is never carried out by the workshop itself but by a testing organisation: TÜV, DEKRA, GTÜ, KÜS or another approved body. You can still benefit from it.

  1. 1

    Become an inspection point

Anlage VIIId StVZO provides for the Prüfstützpunkt: the testing organisation inspects vehicles at a workshop entered in the Handwerksrolle and uses its technical equipment. This includes a lift or pit, brake tester, headlamp aligner and exhaust gas analysers. You sign a contract with a testing organisation that offers fixed inspection days at your workshop.

  2. 2

    Apply for AU recognition

Recognised car workshops may carry out the exhaust emissions test (AU) as part of the HU themselves. Recognition under Anlage VIIIc StVZO is granted by the responsible state body, which has usually delegated this to the local Kfz-Innung.

  3. 3

    Meet the requirements

Entry in the Handwerksrolle, at least one responsible person with a master's exam, trained staff, test equipment under Anlage VIIId, liability insurance, a certificate of good conduct and a documented quality system.

  4. 4

    Keep training up to date

Responsible persons and staff repeat the training no later than every 36 months. If you overrun the deadline by more than two months, you must take the initial training again.

Diagnostics and repair information

Modern vehicles need software for almost every repair: resetting the service, registering a battery, calibrating driver assistance systems. A multi-brand diagnostic tool covers a lot, but for deeper work you need the manufacturer portals. Regulation (EU) 2018/858 obliges manufacturers to provide repair and maintenance information to independent workshops, usually for a fee per hour, day or year.

  • Security-related functions such as immobilisers and key programming are additionally protected. For these, the business and its staff need their own certification under the European SERMI scheme.
  • Block exemption: the motor vehicle block exemption regulation (EU) No 461/2010 has been extended to 31 May 2028. It protects independent workshops' access to spare parts, tools and information. Servicing at an independent garage to the manufacturer's specifications generally does not put the manufacturer's warranty at risk.
  • High voltage: for work on electric and hybrid vehicles, your staff need a high-voltage qualification. The levels are described in the DGUV guidance on qualifications for work on vehicles with high-voltage systems.
  • A/C service: if you refill vehicle air conditioning, you need a refrigerant competence certificate.

Costs by level of fit-out

Investment for a car workshop in Germany (rough guide values, net, as of November 2026)
LevelWhat is includedRange
Start2 lifts, multi-brand diagnostics, tools, compressor, oil extractionaround €30,000 – €55,000
Service plusplus tyre changer and balancer, A/C service unit, wheel alignmentaround €50,000 – €90,000
Inspection point and AUplus brake tester, headlamp aligner, emissions testing, trainingaround €80,000 – €130,000
OngoingDiagnostic licences, manufacturer portals, calibration, trainingaround €3,000 – €8,000 a year

Used lifts and test benches are a good option if the inspection log and the latest expert inspection are available. Many founders take over an existing workshop with its customers. In that case, check permits, separator servicing and the lease carefully. What a website costs is covered in the guide to website costs. With us it is €1,800 one-off plus €30 a month for hosting.

Paperwork in the right order

  1. Advice meeting at the Handwerkskammer, entry in the Handwerksrolle
  2. Gewerbeanmeldung (trade registration) under § 14 GewO; for a GmbH or UG, entry in the Handelsregister (commercial register)
  3. Tax registration questionnaire via ELSTER, USt-IdNr. (VAT ID) for buying parts from other EU countries
  4. Registration with the Berufsgenossenschaft (statutory accident insurer) within one week of starting; for car workshops usually BGHM
  5. Business liability insurance covering damage to customers' vehicles in your care
  6. Building authority and lower water authority or municipality regarding use and separator
  7. Consider joining the Kfz-Innung: voluntary, but often the route to AU recognition and affordable training

Winning customers

An example from the Ruhr: two car mechatronics technicians, one of them a master, rent a former petrol station workshop. Tyre changes and A/C service carry the first months, and in the second half of the year two home care services with 22 vehicles between them come on board. Since a testing organisation started offering HU appointments at their workshop twice a week, the bays have been full.

  • Transparent prices: fixed prices for servicing, front brakes or A/C service on your website build trust. What to watch out for is covered in the guide to advertising in Germany.
  • Google profile: opening hours, HU days, services and photos of the workshop. More in the guide to the Google Business Profile.
  • Reviews: ask for one when you hand back the keys, for example with a review QR code.
  • Business customers: care services, trades businesses and couriers need quick appointments and one person to talk to.

Quick answers

Questions on this topic

Can I open a car workshop without being a master mechanic?

Yes, in several ways: with an Ausübungsberechtigung under § 7b HwO (journeyman's exam plus six years of experience, four of them in a senior role), with an equivalent qualification, an exemption or with an employed master as works manager. For AU recognition, however, you need a responsible person with a master's exam or an equivalent qualification.

Can my workshop carry out the HU itself?

No. The general inspection is only carried out by inspection engineers or experts from a testing organisation. Your workshop can become an inspection point, though: the testing organisation comes on fixed dates and uses your equipment.

How do I get authorised to do the AU?

You apply for recognition under Anlage VIIIc StVZO, usually at your Kfz-Innung. The requirements are an entry in the Handwerksrolle, responsible persons, training, test equipment under Anlage VIIId, liability insurance and a quality system. Training must be repeated at least every 36 months.

Do I have to join the Kfz-Innung?

No, guild membership is voluntary in Germany. Only the Handwerkskammer is compulsory. Many workshops still join because the guild bundles AU recognition, training and legal advice.

How much does it cost to start a car workshop?

Excluding the building, many budget €30,000 to €55,000 for a lean start and up to €130,000 if you want to become an inspection point with AU (as of November 2026). Diagnostic licences, portal access and training add a few thousand euros a year in running costs.
